On 3 February, the Tumbes, Piura and Lambayeque regions were declared in a state of emergency. On that same day, the Multi-Sector Committee in charge of the National Study of the El Niño Phenomenon (ENFEN) reported the establishment of El Niño alert status Coastal that extends through all departments of the Peruvian coast, including the department of Lima.
The most serious damage was recorded in northern Peru: the departments of Tumbes, Piura and Lambayeque were affected by torrential rains that caused floods and huaicos, affecting housing and crop areas.
Other departments more affected were La Libertad and Áncash. Trujillo was affected by the ravines, and several channels of communication were blocked. While Huarmey was flooded and incommunicado by the overflow of the city's homonymous river.
